Ruling
Even in the absence of any discriminatory intent on the part of the State, the perpetuation of the education of Roma children in a public school attended exclusively by Roma and the renouncing of inacting effective measures of integration, like sending Roma children to mixed classes in other public schools or proceeding to redistrict the school district map, realise a segregation that cannot be considered as objectively justified by a legitimate aim and, therefore, a discriminatory treatment, detrimental of art. 14 of the ECHR and art. 2 of the first additional Protocol to the ECHR.
