1. In a consociative democracy, all ethnic groups in the country must not only have the right to equal representation in parliament, but also in city councils.
(Sulejman Tihić, president of the House of Representatives of Bosnia and Herzegovina, complained that the Electoral Law was unconstitutional because it did not ensure equal representation of all ethnic groups in city councils).
