Convention implementing the Schengen agreement

Article 25 of the Convention implementing the Schengen Agreement of 14 June 1985 does not preclude legislation of a Member State which allows a residence permit to be issued and extended for the purpose of family reunification where identity could not be established by means of a valid travel document or where the interests of the issuing Member State have been taken into account and the residence permit is issued, extended or renewed only on serious grounds.
