Ruling
1. Financial and economic needs do not justify the fact that a person on death row is treated in a way that amounts to a violation of art. 3 ECHR (prohibition of torture and other inhuman and degrading treatment).
2. The refusal to let a person on death row see a priest, in spite of the fact that he requested permission to do so several times, amounts to a violation of art. 9 ECHR.
